A company owned by Georgian basketball player Zaza Pachulia is planning to construct a hydroelectric power plant (HPP) in Ambrolauri. According to a government decree, Sadmeli HPP LLC has been granted the use of a land plot and the real estate located on it for a term of 49 years for the construction and commissioning of a hydroelectric station on the Ritseula River.

The document notes that the property was transferred to the company based on a right of building, meaning the land remains state property, while the company acquires the right to construct and operate a facility on it. The company is also required to pay the state an annual fee of 18,973 GEL (Georgian Lari) for the use of the property.

The document states that the project is based on an agreement signed on December 24, 2025, between the state, the commercial operator of the electricity system, and the company. This agreement defines the terms for the construction and operation of the HPP.

The National Agency of State Property is responsible for the transfer of the property and the legal support of the process, and is tasked with conducting all necessary procedures in accordance with the law.

According to the registry of entrepreneurs, Sadmeli HPP LLC has been registered since 2023, and Zaza Pachulia is its sole owner.
