Ombudsman: Underage Pregnancy Remains a Problem in 2025

In the 2025 report, Georgia’s Ombudsman states that 436 cases of underage pregnancy were registered during the first 11 months of the previous year.

Consequently, a total of 287 minors were registered as parents throughout 2025.

The Office of the Public Defender (Narodny Zashchitnik) reports that early marriages and childhood engagements remain a serious issue in Georgia. Compared to the previous year, the number of underage pregnancies increased in 2026, while the number of underage parents decreased.

“According to the Public Health Service, 436 pregnant minors were registered in the first 11 months of 2025, and a total of 287 underage parents were recorded for the entire year of 2025.

According to cases reviewed by the Public Defender, the issue of ineffective responses to child marriage persists. For many years, the Public Defender has highlighted the need to criminalize agreements made for the purpose of engagement or marriage of minors; however, no decisive steps were taken in 2025 to establish effective mechanisms,” the Georgian Ombudsman’s report states.

It should be noted that Georgian law prohibits marriage under the age of 18. However, in some instances, early marriages continue to be performed unofficially through private agreements, particularly in rural areas of the country.

Sexual relations with a person under the age of 16 constitute a criminal offense. Law enforcement agencies record such cases and initiate criminal proceedings.

Pregnancies at a very early age (e.g., 13–15 years old) do occur, but such situations are treated as violations of the law and are subject to investigation by the relevant authorities.
