Georgian Prime Minister Irakli Kobakhidze has conferred the highest special rank of Major General of the State Security Service upon the head of the SSG (State Security Service of Georgia), Mamuka Mdinaradze, based on a decree by the sixth president, Mikheil Kavelashvili.
The document was submitted to the Georgian government on April 20. This marks the fifth early special rank awarded to Mdinaradze in this position over the past five months.
“In accordance with Paragraph 6 of Article 7³ of the Law of Georgia ‘On the Structure, Powers, and Procedure for the Activity of the Government of Georgia’:
a) to approve the decree of the President of Georgia dated April 20, 2026, No. 20/04/01 ‘On Conferring the Highest Special Rank of Major General of the State Security Service upon Mamuka Mdinaradze’;
b) to ensure the co-countersignature of the President of Georgia’s decree specified in subparagraph ‘a’,” the Georgian government’s order states.
According to the Law of Georgia “On Special State Ranks,” Mdinaradze has only two highest special SSG ranks left to achieve: Lieutenant General and Colonel General.
As a reminder, by an order dated March 9, 2026, signed by Prime Minister Kobakhidze, the head of the State Security Service, Mamuka Mdinaradze, was previously promoted early to the rank of SSG Vice-Colonel (Lieutenant Colonel).
A month later, also by Kobakhidze’s order dated April 8 of this year, Mdinaradze received another highest special rank ahead of schedule, becoming a “Colonel of the State Security Service.”
On December 25, 2025, the Georgian Prime Minister issued an order conferring the rank of “Captain of State Security” upon SSG chief Mdinaradze.
The following day, December 26, in accordance with a new order, the SSG head was also promoted to the rank of “Major of State Security.”
