Shalva Papuashvili, the Speaker of the Georgian Parliament, commented on the European Parliament’s report on Georgia, which was adopted on May 5 by the Committee on Foreign Affairs.
According to him, the report or resolution being prepared in the European Parliament regarding Georgia contains nothing new and is hostile in nature toward the Georgian people.
The Speaker stated that the European Parliament is “increasingly establishing itself as the successor to the Congress of People’s Deputies of the USSR,” making decisions that he characterized as hostile toward Georgia.
Papuashvili also noted that the European Parliament includes former citizens of post-Soviet countries, including those from the Baltics and Eastern Europe, whom he linked to the Soviet nomenclature.

“Just as the All-Union Congress in Moscow adopted hostile decisions regarding Georgia, the ‘union parliament’ in Brussels is adopting similar decisions today,” he noted.
He specifically criticized the author of the report—MEP Rasa Juknevičienė—accusing her of “fascist statements” directed at the Georgian people, emphasizing that the MEP’s rhetoric, in his view, is characterized by the demonization and humiliation of opponents.
He recalled her remarks, specifically that “Georgian Dream is an infection,” as well as statements in which, according to him, responsibility for political processes in the country was placed on the party’s voters, which he called a manifestation of the idea of collective responsibility.
Papuashvili also noted the symbolism of such statements being made on the eve of May 9—the anniversary of the Victory over Fascism.
“I recall that she is responsible for statements that ‘Georgian Dream’ is an infection, which is a fascist narrative aimed at demonizing others and humiliating their dignity—behavior directed against human dignity.
She also stated that the voters of ‘Georgian Dream’ are to blame in Georgia, thereby effectively attributing collective responsibility, which is precisely a fascist approach. So this is not surprising,” stated the head of the Georgian parliament.
Papuashvili added that the European Parliament is a “Mikheil Saakashvili fan club,” and that, he noted, “says it all.”
“When you are a member of the fan club of a dictator, an executioner, and a corrupt person—that is already a verdict,” the Speaker of the Georgian Parliament concluded.

It should be noted that the European Parliament’s Committee on Foreign Affairs adopted the report on Georgia. 53 MEPs voted in favor of the annual document on Georgia, while 14 voted against.
The explanatory note to the draft report states that this is already the second report on Georgia as an EU candidate country, prepared taking into account the 2025 European Commission report—the EP’s main concerns regarding the state of democracy, the rule of law, and European integration in Georgia.
The EP expresses full solidarity with the Georgian people, “who continue the struggle for a European and democratic Georgia amidst democratic backsliding, increasing repression, ruthless hostile rhetoric, disinformation, and threats.”
