The US House of Representatives has passed the “Countering Chinese Influence in the Caucasus Act,” which was introduced in the US Congress on February 24, 2026. The bill requires the preparation of a report on Russian and Chinese intelligence activities in Georgia. Specifically, the US Secretary of State, the Director of National Intelligence, and the Secretary of Defense must prepare a report within 180 days that will:
- examine the penetration of Russian and Chinese intelligence structures and their associated assets into Georgia;
- assess the potential overlap of Russian and Chinese influence and cooperation in Georgia.
In addition, the bill provides for the development of a five-year strategy for US-Georgia relations. The document requires the US to draft a strategy that will:
- define the goals of US-Georgian relations;
- assess what assistance and resources the US should allocate to Georgia;
- determine whether the US should continue its financial support to Georgia;
- evaluate the readiness of the Georgian government to expand economic and political cooperation with the US and Europe.
The bill was authored by US Congressmen Joe Wilson (Republican Party) and Steve Cohen (Democratic Party).
“The illegitimate ‘Georgian Dream’ regime is selling out the country to the Chinese Communist Party, war criminal Putin, and Iran — contrary to the will of the Georgian people and US interests,” Wilson declared in Congress after the House of Representatives passed the bill.
