New Rules for Water Transport: Registration and Licenses to Become Mandatory

Starting July 1, the registration of watercraft on lakes, rivers, and reservoirs, as well as holding an operator’s license, will become mandatory. This was reported by the Maritime Transport Agency. As explained by the agency, all types of watercraft defined by legislation (launches, yachts, motorboats, jet skis, catamarans, passenger platforms, and others) are subject to registration.

The new rules do not apply to kayaks and watercraft used for personal use. Non-motorized watercraft under 3 meters in length are also exempt from registration.

The agency explains that, at the same time, an operator’s license will be required to operate motorized watercraft on inland waterways. The certificate is issued for a term of 5 years to legally competent individuals who have reached the age of 18 and successfully completed a training program at a maritime educational institution recognized by the Agency.

“The goal is to raise safety standards for navigation in inland waters, ensure passenger safety, and prevent accidents. Between 2020 and 2026, 80 incidents involving watercraft occurred on Georgia’s rivers, lakes, and reservoirs. The introduction of registration and licensing will make travel on such transport safer.

“The rules of the Maritime Transport Agency apply to all individuals and legal entities engaged in navigation or passenger transport in the inland waters of Georgia.

“The registration process is administered by the Maritime Transport Service of the Ministry of Economy and Sustainable Development of Georgia. Prior to registration, the watercraft must undergo a technical inspection by an authorized organization.

“At the same time, a license will be required to operate motorized watercraft in inland waters. It is issued for 5 years to individuals over 18 who have completed training at a certified training center. Currently, only the training center of the Batumi Maritime Academy offers such a program.

“We note that a transition period has been in effect since April 1, 2025, during which the agency is conducting information campaigns. Currently, 16 watercraft have already been registered in the registry, and 38 people have received licenses.

“After the end of the voluntary registration period on July 1, 2026, violations of the law will entail administrative liability and fines,” the statement says.
