A system of mandatory civil liability insurance for motor vehicle owners may be introduced in Georgia. This is outlined in the government’s short-term legislative action plan for the autumn session of 2026, submitted to parliament.
As noted in the document, addressing the issue of high costs caused by road traffic accidents requires a systemic approach. Drawing on years of research and international best practices, the implementation of a mandatory third-party liability insurance system for vehicle owners has been identified as the most effective solution.
The initiative comes amid an increasing frequency of traffic accidents on Georgia’s roads. According to the document, under this system, the injured party will be entitled to legally guaranteed compensation even in cases where the accident was caused by an uninsured driver or an unidentified vehicle.
“To establish this effective social protection mechanism, every motor vehicle owner will be required to purchase a mandatory insurance policy and pay a premium. The introduction of mandatory insurance aims to achieve maximum market coverage and a proportional reduction in premium costs, which can only be achieved through the full participation of all road users,” the plan highlights.
The government document also states that Georgia is consistently fulfilling its commitments to harmonize national legislation with European standards.
“In accordance with the Association Agreement between Georgia, of the one part, and the European Union, the European Atomic Energy Community, and their Member States, of the other part, Georgia has undertaken to approximate its legislation to the EU regulatory framework. Specifically, this refers to Directive 2009/103/EC of the European Parliament and of the Council of 16 September 2009 relating to insurance against civil liability in respect of the use of motor vehicles, and the enforcement of the obligation to insure against such liability,” the document states.
