GWP Admits to Erroneous Water Billing

Georgian Water and Power (GWP) has admitted that technical and system glitches led to incorrect debt charges being billed to a number of consumers. The company apologized and stated that the erroneously billed amounts will be adjusted.

On September 7, the Georgian National Energy and Water Supply Regulatory Commission (SEMEK) announced that it had launched an inquiry into widespread overbilling of customers by GWP over recent days. The regulator received numerous complaints from consumers regarding inflated bills. In particular, amounts of 1,500–1,600 GEL ($570–$610) were reported. According to customers, company representatives claimed these were “sewerage connection fees.”

“If the investigation confirms that Georgian Water and Power LLC billed network connection fees to already existing subscribers—which violates SEMEK regulations and rules—these charges will be written off, except in cases of unauthorized connections to the water supply and wastewater networks,” the commission stated.

The regulator clarified that if widespread and unjustified billing is confirmed, statutory “strict enforcement mechanisms” will be applied against GWP. At the same time, SEMEK noted that the proceedings will not cover consumers who fail to pay for services actually rendered or who violate legally established regulations.

According to Georgian Water and Power, in August 2026 the company carried out an audit and inventory of unregistered connections to the wastewater (sewerage) network.

“During data processing, technical and system glitches were identified that resulted in inaccuracies, leading to a number of subscribers being incorrectly billed for outstanding debts. Georgian Water and Power acknowledges the mistake, is resolving the issue, and apologizes to customers for the situation.”

GWP assured that the company’s relevant departments are thoroughly reviewing each customer’s case individually.

“Consumers who were billed by mistake will receive SMS notifications by the end of the day on September 10, and the accrued amounts will be recalculated. Otherwise, customers can contact the hotline or GWP service centers,” the company added.

Notably, since 2022, an 80% stake in Georgian Water and Power has been owned by the Spanish company Aqualia, with the remaining 20% held by the investment holding Georgia Capital.
