World-renowned opera singer Paata Burchuladze, convicted in connection with the “October 4” case, has published a letter from prison reflecting on the events that took place exactly one year ago. In his letter, he cited the text of the “declaration” adopted at the time during a mass protest rally in central Tbilisi.
“Let us remind ‘Dream’ what decision the citizens of Georgia made on October 4 and why the ‘Georgian Dream’ regime is illegitimate.
Declaration of the National Assembly of October 4, 2025:
We, the citizens of Georgia gathered at the National Assembly, declare: our homeland has been captured; the so-called government has lost the people’s trust, and state institutions no longer reflect the will of the Georgian people. The Constitution of Georgia states: the source of state power is the people. Today, the people are reclaiming power from the usurper in order to protect peace, security, and national interests.
The shadow governance of Bidzina Ivanishvili has created a real threat to Georgia’s sovereignty and to each of its citizens. Based on all of the above, the following decisions were put to a vote:
- The National Assembly declares: power belongs entirely and completely to the Georgian people!

- The National Assembly declares that following the falsified elections of October 26 and the subsequent lack of international recognition, the so-called government has lost constitutional legitimacy, and its authority is therefore terminated!
Adopted unanimously.
- The National Assembly declares a peaceful transition period to ensure the non-violent transfer of power into the hands of the people, the liberation of democratic institutions, the immediate resumption of the European Union accession negotiation process, and the peaceful safeguarding of the country’s security!
Adopted unanimously.
- The National Assembly of Georgia demands the criminal prosecution of the following six individuals suspected of violating the Constitution of the Georgian state:
- Irakli Kobakhidze
- Shalva Papuashvili
- Anzor Chubinidze
- Mamuka Mdinaradze
- Tea Tsulukiani
- Bidzina Ivanishvili

As a reminder, on October 4, 2025, concurrently with the municipal elections in Georgia, a mass protest rally took place in downtown Tbilisi, which the opposition referred to as the “National Assembly.” One of the rally’s organizers, world-renowned singer Paata Burchuladze, read a declaration from the stage announcing the termination of the authorities’ mandates and the start of a peaceful transition period. He also called for the detention of Prime Minister Irakli Kobakhidze, ruling party founder Bidzina Ivanishvili, and other leaders of “Georgian Dream.”
Shortly thereafter, a segment of the opposition and its supporters marched toward the presidential residence, where protesters knocked down a fence and attempted to breach the Orbeliani Palace. The rally was dispersed by riot police, and many of its organizers were detained and sentenced to prison terms.
