Businessman Emin Agalarov wins state contract for construction outside Karabakh

Sea Breeze Construction, owned by Emin Agalarov—a pop star and the former son-in-law of President Ilham Aliyev—has won a state tender worth over 34 million manats ($20 million) for the construction of residential buildings in the Gubadli District, which was under Armenian control until 2020.

Agalarov is the former husband of Leyla Aliyeva, Aliyev’s eldest daughter.

The pro-government outlet Banker.az reported that the construction and installation works in the residential area of the city of Gubadli “were procured by the Restoration, Construction, and Management Service.”

According to the independent media outlet Meydan TV, Sea Breeze Construction is a subsidiary of Sea Breeze LLC. The company was founded by Agalarov in 2006.

Aliyev has previously awarded state procurement tenders to relatives and associates, including in Nagorno-Karabakh and its surrounding areas.

In an interview with the Italian newspaper La Repubblica, Aliyev openly stated that his relatives and family members are involved in business and various projects across the country.

Agalarov’s own enterprises also regularly receive state support.

On April 15, the government signed a decree giving the green light to the Sea Breeze project, which involves the creation of 55 hectares of artificial islands on the Caspian Sea coast for the construction of residential and commercial buildings.

In accordance with this decree, the Minister of Economy concluded an agreement with Nardaran Invest LLC, which is also owned by Agalarov.
