Moscow and Tskhinvali Agree to Deepen Allied Relations

Russian President Vladimir Putin has submitted a bill to the State Duma (the lower house of the Russian parliament) on the ratification of a treaty to deepen allied cooperation between Russia and the occupied Tskhinvali region (the so-called South Ossetia). The document was published in the electronic database of the lower house of the Russian parliament.

The agreement was signed in Moscow on May 9, 2026. It provides for the expansion of cooperation between the so-called parties in the fields of defense and security, economy, infrastructure, and social policy.

According to the document, Moscow and Tskhinvali intend to create conditions for the free movement of capital, goods, services, and labor. They also agreed to gradually integrate energy, transport, and telecommunications systems, align legislation in the economic and social spheres, and expand cooperation in education, culture, and healthcare.

According to Putin, the new treaty is aimed at improving the legal framework of relations between the “parties,” addressing social issues in the interests of the residents of so-called South Ossetia, and further developing trade and economic ties.

Tskhinvali leader Alan Gagloev, for his part, stated that the agreement takes allied relations with Russia to a new level.

He arrived in Moscow to participate in events marking Victory Day. Following the commemorative events on May 9, Gagloev held a bilateral meeting with Putin.

A so-called treaty on alliance and integration has been in effect between Russia and the occupied region of Georgia since 2015.
