In 2026, university applicants residing in the occupied territories will be admitted to higher education institutions in Georgia without taking the Unified National Examinations and will receive full funding for their studies at universities established by the Government of Georgia. This was reported by the Ministry of Education, Science and Youth of Georgia.
According to the ministry, registration for those wishing to participate in the program has already begun and will remain open until September 5, 2026.
“The right to be admitted to higher education institutions without taking the Unified National Examinations is granted to individuals residing in the occupied territories of Georgia who, over the past two years, studied at and received a document certifying complete general education from an educational institution located in the occupied territory, and whose complete general education has been recognized by the Ministry of Education, Science and Youth of Georgia in accordance with established procedures.
Applications from candidates are accepted in hard copy at the Administration of the State Representative in the municipalities of Gori, Kaspi, Kareli, and Khashuri (address: Gori, 5 Peradze St.; Tbilisi, 1 Petre Kavtaradze Lane) and electronically on the website of the Ministry of Education and Culture of the Autonomous Republic of Abkhazia,” the statement notes.
