Transparency International: Businessman Donated 60,000 GEL to Georgian Dream and Won Tender on the Same Day

According to Transparency International Georgia, on July 13, 2026, businessman Vazha Usanetashvili transferred 60,000 lari (around $23,000) to the Georgian Dream party. On the very same day, his company, Arsakidze-2000 LLC, was awarded a tender worth 712,000 lari (around $270,000) by the Isani gamgeoba (district administration).

“This is a well-oiled corruption scheme that has been feeding off our budget for years. Here is how this business model works: a few weeks after the donation, at the end of the month, the company was awarded another tender. As a result, the 60,000 lari transferred in July was converted into contracts worth 1.4 million lari.

From 2013 to the present day, Arsakidze-2000 LLC has won 108 public budget tenders totaling 49 million lari. Out of this 49 million, the lion’s share—45 million lari—accounts exclusively for the administrations of the Isani and Samgori districts (a total of 96 tenders).

In addition to tenders, the company secured direct public procurement contracts worth 387,000 lari (including a direct contract worth 266,000 lari in August 2025—once again from the Isani administration).

In turn, Usanetashvili has donated 516,000 lari to Georgian Dream since 2017. Every year, he transfers the maximum amount permitted by law to the party,” the statement reads.

Transparency International also notes that in 2012, Usanetashvili donated 30,000 lari to the then-ruling party, the United National Movement.
