An individual, reportedly a Russian citizen, relieved himself directly from a balcony in Tbilisi. The man was detained under two articles of the Code of Administrative Offences.
As Georgia’s Ministry of Internal Affairs told the outlet Netgazeti, he is charged with violating Articles 171 and 166 prim. The former provides for liability for actions offensive to public decency, while the latter covers petty hooliganism.
The maximum penalty could be a fine of up to 3,000 lari (around 1,150 lari) or administrative arrest for up to 20 days, as well as expulsion from the country.
Information about the incident was shared on social media by user Teona Golodze. According to her, she was sitting at a café located directly beneath the balcony when she noticed something dripping from above. It turned out that an intoxicated Russian-speaking man had decided to urinate straight off the balcony.
When confronted and asked for an explanation, the man shouted: “Glory to Russia!” Later, he came down to the street and explained his actions by saying that “the bathroom was occupied.” He also offered “most sincere apologies,” but added that the café below the building was “illegally installed.”
Eyewitnesses called the police. According to Golodze, the man himself made a phone call and said he was being detained because of the words “Glory to Russia.”
