After 20 years of operating in Georgia, the Friedrich Naumann Foundation office has closed. As reported by Netgazeti, the foundation has not yet issued an official statement, but has sent a letter to its partners.
The organization announced that the Friedrich Naumann Foundation for Freedom would cease its operations in Georgia at the end of September, citing restrictive legislation passed by the ruling Georgian Dream party as the reason.
“In recent years, the political and legal environment in Georgia has fundamentally changed. In particular, new regulations governing foreign funding and grants have substantially restricted the operational space available to international organizations. As a result, the formats of cooperation that we built with our partners over the years became increasingly complicated, and in many cases entirely impossible,” reads the letter seen by Netgazeti.
The Naumann Foundation team told partners that they have not lost faith in Georgia’s European future and hope that the political and legal environment will one day change, fostering conditions that will allow such organizations to return to the country.
The Friedrich Naumann Foundation for Freedom has operated in the South Caucasus since 1996. It began its work with civic and political education projects in Azerbaijan and expanded its activities to Armenia and Georgia in 2002. The organization’s regional office was located in Tbilisi. The foundation’s primary mission is to support the democratic development of former Soviet republics.
On October 1, it also became known that the Konrad Adenauer Foundation [KAS] closed its representative office in Tbilisi on September 30, 2026. The foundation stated that the decision was not voluntary.
