Transparency International: Iberoil Bought State Land, Then Donated 160,000 GEL to Georgian Dream

According to Transparency International Georgia, LLC Iberoil acquired two state-owned land plots at an electronic auction, and three days later, the company’s co-owners donated 160,000 GEL (approximately $60,000) to the Georgian Dream party.

As noted in the findings published by the organization, Iberoil’s co-owners share a joint company with Georgia’s former Minister of Internal Affairs, Aleksandre Chikaidze.

“On August 14, 2026, the petroleum products importer and wholesale distributor LLC Iberoil, whose owners run a joint business with former Interior Minister Aleksandre Chikaidze, acquired two plots of state land (1,400 and 429 square meters) at an electronic auction for 493,000 GEL. The plots are located in Tbilisi on Yumashev Street, adjacent to the company’s oil depot.

Three days after purchasing the land, on August 17, three of Iberoil’s four owners and the company director donated 160,000 GEL to Georgian Dream. Irakli Petriashvili and Simon Gegelashvili contributed 50,000 GEL each, while David Alibegashvili and director Mikheil Nikoleishvili donated 30,000 GEL each,” the report states.

According to Transparency International, Iberoil had previously purchased state-owned land in the area. In July 2020, the company bought an adjacent plot measuring 5,702 square meters for 521,000 GEL. At the time, the land was designated as a recreational zone. At the company’s request, the Tbilisi Sakrebulo (city council) first reclassified the plot’s status to a transport zone on December 8, 2020, and subsequently to an industrial zone on August 6, 2021.

In April 2023, the plot was transferred to LLC ATF, a company linked to former Interior Minister Aleksandre Chikaidze. Chikaidze holds a 17% stake in ATF, while 50% belongs to LLC Iber Invest, which is owned by Iberoil’s proprietors and Iberoil itself. In total, since 2016, Iberoil’s co-owners and director have donated 1,220,000 GEL to Georgian Dream, Transparency International Georgia stated.
