Prime Minister’s Report: Georgia’s Legislative Alignment with the EU Reaches 80%

Georgian Prime Minister Irakli Kobakhidze will present a report to parliament by the end of June, updating on the progress of government programs. One of the key issues is relations between Georgia and the EU.

The document states that in accordance with the decisions of the European Council, which were later confirmed by a letter from the EU Ambassador to Georgia dated November 5, 2025, EU institutions have suspended the operation of all institutional formats provided for by the Association Agreement for its implementation, supervision, and monitoring at all levels, which significantly complicates the process of fulfilling obligations arising from the Association Agreement.

The same document notes that at this stage, the level of alignment of Georgia’s legislation with European Union law stands at 80%.

“To implement the recommendations of the European Commission’s reports for 2023 and 2024, coordination is being carried out by an interagency working group, whose goal is the gradual alignment of Georgian legislation with Directive 2006/123/EC of the European Parliament and of the Council.

To ensure effective coordination and monitoring of legal approximation with the European Union, an electronic database for legal approximation is operating based on the protocol of the 71st meeting of the Commission of Georgia on EU Integration. This database contains information on more than 600 legal obligations arising from the Association Agreement between Georgia and the EU and other international treaties.

At this stage, the level of alignment of Georgia’s legislation with EU law stands at 80%,” the document says.
