The Office of the United Nations High Commissioner for Human Rights (OHCHR) has published recommendations regarding the human rights situation in Abkhazia and the Tskhinvali region.
- lift restrictions on freedom of movement and open all crossing points along the administrative boundary lines;
- address reports of human rights violations, particularly those concerning ethnic Georgians in the Gali and Akhalgori districts, as well as internally displaced persons;
- facilitate dialogue and ensure that international organizations can freely carry out their activities.
“The parties must investigate all violations of the right to life, torture, or ill-treatment, ensure that those responsible are held accountable and that victims receive adequate compensation, and eliminate arbitrary deprivation of liberty in full compliance with international law,” the report of the Office of the United Nations High Commissioner for Human Rights states.
According to the report, “the parties must take all necessary measures to lift the restrictions imposed on freedom of movement.”
“The parties must counter discrimination and gender-based violence and ensure that women and girls have safe and unimpeded access to social and healthcare services; ensure equal enjoyment of economic, social, and cultural rights, and access to quality education without any discrimination, including in their native language,” the report notes.
