UK Sanctions Pro-Russian Activists from Georgia

The United Kingdom has imposed sanctions on four Georgian nationals: Mamuka Pipia, Giorgi Iremadze, Nikoloz Mzhavanadze, and Paata Abuladze. According to a British government document, the individuals are implicated in supporting or promoting actions that destabilise Ukraine, or undermine or threaten its territorial integrity, sovereignty, or independence.

London introduced the new restrictive measures as part of its ongoing policy aimed at increasing economic pressure on Russia.

The document highlights a visit by the four aforementioned Georgian citizens to the so-called Donetsk People’s Republic (DPR). The Georgian delegation, led by Mamuka Pipia, visited the occupied region of Ukraine in September 2025. During the trip, Pipia, Iremadze, Abuladze, and Mzhavanadze met with DPR leader Denis Pushilin.

Representatives of self-proclaimed South Ossetia were also added to the new sanctions list. Restrictive measures were enacted against the region’s former leader, Alan Gagloev, for supporting the Russian government and serving as an adviser to Vladimir Putin, as well as against newly elected de facto president Marat Kambolov, for benefiting from the Russian government during his tenure at the Kurchatov Institute.

A statement issued by the British Embassy in Tbilisi following the rollout of the sanctions stated that “Russia’s aggression against Ukraine is part of a broader pattern of disrespect for the sovereignty, territorial integrity, and internationally recognised borders of neighbouring states. This includes the ongoing occupation of the Georgian regions of Abkhazia and South Ossetia.”

The diplomatic mission emphasised that “the UK condemns Russia’s attempts to consolidate its illegal control over Georgia’s occupied regions and stands firmly in support of Georgia’s sovereignty and territorial integrity.”
